held on Wednesday, 24th of September 2014

Preliminary remark:

The president of the academy, Prof. Dr. Olga Graumann opens the session and thanks all the persons present for their attendence.

The session starts with a moment of silence in the memory fot two members of the IAHE who deseased last year.

Prof. Dr. Alexander Saladkov, a rector of the State University of Vitebsk, proposed to hold this conference in his University and indicated that he already made some steps toward organizing it.

Prof. Dr. Arntz from the University of Hildesheim was for a short time doing his docentship at the Univeristy of Vitebsk. He also counseled M.A. Students and developers of the modules in the frame of the TEMPUS project.

The minute of silence in honor of the deseased collegues is observed.

 

TOP 1                        The approval of the record from 13.09.2012

 

The minutes from 30.09.2012 is unanimously approved by all participants.

 

TOP 2                        Approval of the agenda

 

The president of the academy proposes to include TOP 6 under TOP 3. All publishings and related issues and opportunities should be discussed under TOP 4 .

The Agenda is unanimously accepted by all participants.

 

TOP 3                      Report about the activities in the past two years

 

Mrs. Natalia Bogatenkova (St. Ptersburg Academy Postgraduate Teacher Education) reports on proceeds from the last conference IAHE 2012. The wider public showed much interest for this conference and the topic discussed. Among other things a new scientific magazine on the topic of “Lifelong Leraning” was launched after the conference at the St. Ptersburg Academy postgraduate teacher education.

The president of the academy presents a report on the double degree program in pedagogics between the University of Hildeshaeim and the University of Velikiy Novgorod. Since 2004 about thirty Russian and German students have obtained double degree diplomas in pedagogics. This programm made possible the active exchange of academics.

The TEMPUS project  Projekt „Konsekutive und vernetzte Aus- und Weiterbildung in Bildungsmanagement“ (159371-TEMPUS-DE-TEMPUS-JPCR) was completed.

In January 2014 a new TEMPUS projectInitial and Further Training for Teachers and Education Managers with regard to Diversity (543873-TEMPUS-1-2013-1-DE-TEMPUS-JPCR) has started  at the Univeristy of Hildesheim. The number of the memebers of consortium is much bigger than in the last project. Twenty members of consortium come from Russia, Ukraine, Belorussia, Germany, Austria, Finnland and Italy. The financial budget of the project is about 2 mil Euro.

Prof. Dr. Rosa Schereisina (University of Velikiy Novgorod) reports about the project that deals with the problems related to intergenerations conflicts. The memebers of the academy actively participants in this project.

Prof. Dr. Vladimir Kliuiev (University of  Dnipropetrovsk, Ukraine) presents  a report on another TEMPUS project „Development and Introduction of Multilingual Teacher Education Programs at Universities of Georgia and Ukraine“. The rector Mr. Poliakov, Mr. Kliuev und Mrs. Anisimova, the memebers of the academy, are the active participants in this project.

3 Universities from Ukraine, 3 Univerities from Georgia and 2 Universities from Latvia are the memebers of consortium in this project. One of the main goals of this project is

the development of a curricula for multilingual programs in the education of the teachers.

All attending members who can not present their projects now are kindly asked  to upload project presentations and supplemental materials to the academy website.

 

TOP 4                        The publishing of the articles of the conference in 2012

 

The current publications are dealing with the topic discussed at the last conference in St. Petersburg.

Prof. Dr. Irina Kolesnikova ( St. Petersburg) invites all participants to attend her presentation on the scinetific-pedagogical online magazine “Lifelong learning: the XXI. Century“ on Thursday, 25th of September 2014 in the conference hall P.M. Masherov of the State University of Vitebsk.

She speaks briefly about the online magazine in which 10 publications of the members of the IAHE have already appeared. The publications can be published in German, English or Russian. All the persons present are asked to send their articles to this online  magazine.

Mrs. Olga Graumann thanks Mrs. Kolesnikova for her initiative.

Prof. Dr. Elke Hildebradt proposes to send the publications in different languages so everybody can participate in the discussion of the articles. The abstracts of the articles are too short and not sufficient.

The president of the academy points out again that publications of the conferences of the IAHE should clearly show that the collection of articles was published exclusively under the umbrella of the academy.

 

TOP 5                        The election of the board of the academy

 

The vice president of the academy Prof. Dr. Michael Pewsner reads from the statute of the academy about the election of the board of the IAHE.

The titular president of the academy Prof. Dr. Rudolf Keck proposes Prof. Dr. Hildebrandt (Swizerland ) and Prof. Dr. Gawrikow (Russia) to lead during the election. The proposal is unanimously accepted.

Prof. Dr. Olga Graumann is ready to run for the post of the president of the academy. No one else is nominated.

Prof. Dr. Keck makes a request for an open voting. The request is unanimously accepted.

All the persons present agree that Prof. Dr. Olga Graumann may stay in the room during the voting.

The voting (by a show of hands):

Prof. Dr. Olga Graumann is unanimously elected to the position of the president of the IAHE for the next two years.  She accepts the results of the voting.

The once again elected president thanks all the persons present and the members of the academy for their trust. She hopes that, inspite of the current volatile political situation in Eastern Europe, all the memebers of the IAHE will do all things possible to maintain  and deepen the scientific exchange between their countries. She expressed her confidence that it will also influence the politics positevly in long-term.

The president of the academy proposes Prof. Michael Pewsner as a candidate for the position of the first vice president of the academy. The propsal is unanimously accepted. Mr. Pewsner accepts the voting. Mr. Pewsner thanks all the members of the academy for their trust. This assignment and the idea of the academy is especially important in the current political situation in East Europe. Mr. Pewsner as the board of the academy will campaign for the homogeneous scientific space in Europe. 

The president proposes Prof. Dr. Ilze Michelsone for the position of the second vice president of the academy. The proposal is unanimously accepted. Mrs. Mikelsone accepts the results of voting. Mrs. Mikelsone thanks all the members of the academy for their trust. She promises to campaign for and develop the cooperation between all memebers of the IAHE.

  

TOP 7                        The admition of the new mebers

 

The president of the academy is very happy about the fact that the 24 new members joined the academy. She greets personaly every new member and gives him/her a certificate of the membership. She hopes the cooperation with the new memebers of the academy will be productive.

  

TOP 8                        The Next place and topic of the conference 2016

 

Prof. Dr. Olga Graumann asks the memebers of the academy to make their proposals.

Prof. Dr. Spona (Riga) proposes the University of Hildesheim to be the place where the next confrence should be conducted.

The vice rector Prof. Dr. Sentchenkov proposes his Univeristy, the University of Smolensk, to be the place where the next conference to be conducted. He reads greeting words from the rector of the University of Smolensk who is not present today.

Prof. Dr. Anatolij Gavrikov (the University of Velikiy Novgorod,Russia) congratulates all new members of the academy.  He thanks the representatives from the University of Smolensk for their proposal. There are two candidates for the voting –the University of Smolensk, Russia and the University of Hildesheim, Germany. The decision should be made pragmatically suggests Mr. Gavrikov. In his opinion there are some valid reasons to chose the Uiversity of Hildesheim:

·      The Univerity of Hildesheim is a cofounder of the IAHE and the academy is to celebrate its 20th Unniversary in 2016 in Hildesheim.

·      The scientiests from the University of Hildesheim have contributed a lot to uniting Eastern and Western Europe.

·     Prof. Dr. Olga Graumann have worked for many years at the University of

Hildesheim. She is a head of the TEMPUS project Initial and Further Training for Teachers and Education Managers with regard to Diversity which provides the opprtunity of financial support of the organisation and hosting of the next conference.

 

Prof. Dr. Hildebrandt proposes that the Univeristy of Smolensk should be noted as a candidate for the election in 4 years. The delegation from Smolensk is agree with this proposal and is ready to run once again in 4 years.

The president asks all memebers of the academy to vote on the proposal that the University of HIldesheim to be the next place where the conference to take place in 2016.

No nays, two abstented. 

The next place where the conference of the IAHE in 2016 will take place is the University of Hildesheim, Germany.

The president asks all persons present to propose the topics for the next conference.

Prof. Dr. Nikolai Yokhna, the University of Chmelnitzky, Ukraine, proposes the topic:  „Pedagogics and Management of Diversity”. He points out that this topic corresponds the current TEMPUS project at the University of Hildesheim.

The titular president of the academy Prof. Dr. Rudolf Keck argues that it is common to coordinate the topic of the conference and the topic of the current project and suggests this pattern to be maintained going forward.

The board will discuss the more detailed formulation of the topic.

 

TOP 9                        Other matters

 

The president of the academy points out once again that all the memebers have the opportunity to publish on the web site of the IAHE the descriptions of the projects and articles, which are in line wih the goals set out by the academy,.

The president of the academy thanks all members and guests for their constructive work and closes the session.
