abstract |
In this document the findings of the investigation into Helmut Kentler’s activities in the Berlin child and youth welfare services are summarized. The focus of the investigation was on three central questions: 1. How can the investigation support the concerns of the victims? 2. Which organizational structures and procedures have made possible the work of Helmut Kentler in Berlin’s Child and Youth Welfare Services and how? What connections with other procedures and protocols can we trace? 3. What consequences can we derive for current child and youth welfare policies and future professional advancements? These questions were examined from four different research perspectives: participation of and interviews with those directly affected as children and adolescents; analysis of public records; interviews with contemporary witnesses; and a reconstruction of professional discourse.
